Philippines President Ferdinand Marcos Jr has announced a state of emergency - which is triggered by mass casualty, major damage to property, and disruption to means of livelihoods and daily routines for local inhabitants.

The weather system, called in the region Tino, devastated the populous island of Cebu, inundating whole settlements and sweeping cars through the streets.

Tens of thousands of people were forced to evacuate, others are resting in emergency shelters.
